    I believe, that as with many of these free text sites, most of the work featured is no longer in copyright-that's why so many of the texts date from the 19th century and earlier.
    
    It's not a matter of value judgment on the editors part, just what's freely and legally available.

  I have this site bookmarked. It has a really interesting selection of texts, particularly some lesser known 19th century authors.
